  15. Sweeping Out The Sweeper

  17. <p>     Those who are swept into power by military coup sometimes
  18. find themselves swept out the same way. Take Major General Justin
  19. Lekhanya of Lesotho, a former policeman who seized control of
  20. the small African country in 1986. Last week rebellious army
  21. officers marched him to a radio station in the capital of
  22. Maseru, forced him to read a resignation speech and then
  23. replaced him with Colonel Elias Ramaema.
  24. </p>
  25. <p>     Although Lekhanya had pledged to bring civilian rule to
  26. the landlocked mountainous country of 1.5 million by 1992, the
  27. six-man Military Council had made few preparations. Lekhanya
  28. also came under increasing criticism for having shot a college
  29. student in 1988, despite having been cleared of the killing in
  30. an inquest. A strike last week among some military units for
  31. higher wages finally helped whisk him out of power.
